The Attorney General today (26) informed the Supreme Court that a series of guidelines have been drafted to eliminate ragging incidents in state universities.

This announcement came during the hearing of a fundamental rights petition filed by a student affected by a 2020 ragging incident at the University of Sri Jayewardenepura. The case was presented before a three-member Supreme Court bench consisting of Chief Justice Jayantha Jayasuriya and Justices Shiran Gunaratne and Priyantha Fernando.

The petitioner sought an order to implement guidelines aimed at eradicating ragging in state universities. Representing the Attorney General, Senior State Counsel Avanthi Perera confirmed that the guidelines had been prepared to prevent such incidents.

Chief Justice Jayasuriya directed that the guidelines be distributed to all universities, ensuring any amendments be incorporated into the final draft. He further ordered that the final version be submitted to the court.

The petitioner, who sustained severe physical injuries and brain trauma after a large backhoe tire was rolled down during a ragging incident, was hospitalized for nearly three months and has not fully recovered. He requested the court declare that his basic human rights were violated and that the guidelines be enforced to prevent future ragging.
